Commissioner of Education must notify House and Senate Education Committee chairs within 10 days when the State Board assumes authority over a school district, providing reasons for the takeover and steps needed for the district to regain independence.

Commissioner shall provide quarterly status reports to Education Committee chairs and all General Assembly members representing the affected school district area, detailing progress toward removing state authority.

Persons appointed to operate state-controlled school districts cannot have previously been administrators of districts that faced fiscal, academic, or facilities distress or violated Arkansas Public Schools accreditation standards.

After two consecutive school years under state authority, the commissioner must review appointed operators to determine if satisfactory progress has been made and whether the operator should continue or be replaced, with results reported to the State Board and affected legislators.

Before appointing interim, permanent, or community advisory school boards for state-controlled districts, the commissioner must seek recommendations from General Assembly members representing the district's area.
