Amends Arkansas Code § 26-54-111(a) to change the deadline for the Secretary of State's proclamation of corporate charter forfeitures from January 1 to January 31 of each year.

Applies to corporations, both domestic and foreign, that are delinquent in paying annual franchise taxes for any prior year.

Changes the proclamation language from "issue a proclamation proclaiming" to simply "proclaim" as forfeited the corporate charters or authorities.

Modifies the statute to reference corporations "that" rather than "which" are delinquent in tax payments.
