Amends Arkansas Code § 14-169-207(d) to allow housing authorities to register fictitious names with the county clerk instead of the Secretary of State.

Requires housing authorities to obtain approval from their commissioners or, if no commissioners exist, from the governing body of the city or county before operating under a fictitious name.

Mandates that notices filed with the county clerk must include the fictitious name, entity name, housing authority resolution date, whether it is a public body for a city or county, the county or city where the resolution is filed, and the principal office address.

Sets the filing fee for registering fictitious names with the county clerk to be the same as fees charged for other fictitious names filed with the county clerk.

Becomes effective January 1, 2014.
