Adds Arkansas Code 11-9-412 to establish that owner-operators providing commercial motor vehicles and drivers to motor carriers under written contract are independent contractors, not employees.

Exempts motor carriers from workers' compensation liability to owner-operators, their employees, or subcontractors.

Allows owner-operators under exclusive contract to motor carriers to voluntarily elect written coverage under the motor carrier's workers' compensation insurance policy or authorized self-insurance plan if they pay the requested premiums.

Specifies that an owner-operator's election to obtain workers' compensation coverage does not change or terminate their independent-contractor status or that of their drivers.
