Amends Arkansas Code § 14-88-202 to clarify that municipal improvement districts may pay for bonds "under" (instead of "pursuant to") district authorization and expands permitted uses to explicitly include constructing, reconstructing, widening, extending, and maintaining off-street parking facilities.

Repeals Arkansas Code § 14-88-208, which previously allowed city councils to deny improvement district organization petitions based on planning commission recommendations even when petitions contained more than 50% property owner signatures by value.

Amends Arkansas Code § 14-88-301(a) to allow officers, directors, trustees, employees, or other designated representatives of corporations, partnerships, trusts, or other legal entities to be named and appointed as municipal improvement district commissioners.
