Authorizes the Department of Health to implement a reimbursement system to recover costs of medical supplies and services provided to patients.

Requires fees be collected only from patients financially able to pay and prohibits denial of services based on inability to pay.

Caps fees at the actual cost of services and excludes all tuberculosis medications and treatment from any fee system.

Directs collected fees to be deposited into the State Treasury and credited to the Public Health Fund for purchasing medical supplies and services.

Allows unexpended fee funds to carry forward to subsequent fiscal years for the same purposes, subject to Chief Fiscal Officer rules and regulations.
