Replaces three-tiered funding system for National School Lunch students with a sliding scale formula weighted by federal poverty level, effective 2013-2014 school year.

Redefines "economically disadvantaged students" to differentiate between tier 1 (family income at or below 130% of federal poverty guidelines) and tier 2 (income between 130-185% of federal poverty guidelines), with tier 1 receiving higher funding weights.

Implements upward-sloping funding curve multiplying three factors: weighted percentage of disadvantaged students raised to exponent 2.5, base funding amount of $1,033, and total weighted number of disadvantaged students, with minimum funding of $200 per weighted student.

Establishes tier 1 weighting factor of 1.25 and tier 2 weighting factor of 0.75 for the 2013-2014 school year and thereafter.

Declares emergency effective July 1, 2013, and directs Arkansas Code Revision Commission to replace terminology of "national school lunch" with "economically disadvantaged student" throughout Title 6 of Arkansas Code.
