Transfers the State Board of Registration for Professional Geologists to the Arkansas Geological Survey effective July 1, 2013, as a Type 1 transfer under Arkansas Code.

Transfers all authority, powers, duties, functions, records, authorized positions, property, and unexpended appropriations/funds from the State Board to the Arkansas Geological Survey.

Arkansas Geological Survey Director will administer the transferred board and may not realign its functions or records before July 1, 2014, to ensure a smooth transition and continuation of necessary procedures.

Declares an emergency clause to make the Act effective July 1, 2013, citing the need for the transition to occur at the beginning of the next fiscal year for proper agency operations.
