• Prohibits state agencies from awarding grants to entities that perform abortions, provide abortion referrals, or are affiliates of entities that perform abortions or provide abortion referrals.

• Defines "abortion" as terminating a clinically diagnosable pregnancy with intent to cause death of the unborn child, with exceptions for saving the mother's life, preserving the health of the unborn child, removing dead unborn children from spontaneous abortion, or removing ectopic pregnancies.

• Exempts hospitals, medical schools, and universities from the funding restrictions, and excludes Medicaid program funding from the restrictions.

• Does not create or recognize a right to abortion or a right to public funds, contracts, or grants.

• Contains severability clause allowing remaining provisions to remain valid if any provision is declared invalid by a court.
