Expands financial report requirements to include detailed information about expenditures made by or on behalf of committees through advertising agencies, public relations firms, or political consultants

Mandates disclosure of contributor information including principal place of business, employer, and occupation for all persons contributing $50 or more

Requires itemized listing of all expenditures by category (advertising, direct mail, office supplies, travel, expenses, telephone) and nonitemized expenditure totals

Requires detailed reporting of all persons receiving $100 or more in expenditures, including the date, amount, and purpose of each separate expenditure
