Adds Arkansas Code § 10-2-132 to limit reappropriations from the General Improvement Fund to no more than 3 legislative sessions.

Prohibits recipients from expending any balance of funds reappropriated after the bill's effective date that violate the 3-session limitation.

Returns unexpended funds that violate the reappropriation limit to the General Improvement Fund as unobligated funds.

Declares an emergency, making the act effective immediately upon gubernatorial approval, expiration of veto period, or veto override to address imprudent use of state resources.
