Adds Arkansas Code § 6-15-1013 establishing provisions for internet connectivity in public schools through the Arkansas Research and Education Optical Network.

Allows school districts to apply for associate membership in the Arkansas Research and Education Optical Network to access education technology services, broadband internet access, low latency services, and network security solutions.

Permits the Arkansas Research and Education Optical Network to condition membership approval based on available funding and staffing levels.

School districts entering service agreements are responsible for paying physical connectivity costs to the network point of presence, associate membership fees, and service fees charged by the Arkansas Research and Education Optical Network.
