Extends authority to counties, cities of the first and second class, and incorporated towns to regulate how property owners remove vehicles, implements, or machinery from their property through ordinance.

Allows counties and cities to regulate towing and storage charges (including towing charge, storage charge, administrative fee, and other fees) assessed against vehicle owners, with excess costs beyond county-set limits charged to the property owner requesting removal.

Provides that towing and storage companies have a first priority possessory lien limited to the amount allowed under local ordinances when charges are capped.

Authorizes county or city attorneys to refer violations of these regulations or related ordinances to the Arkansas Towing and Recovery Board for investigation.
