Amends Arkansas Code § 5-10-105 to add driving while asleep or fatigued as a form of negligent homicide that results in death while operating a vehicle, aircraft, or watercraft.

Defines "fatigued" as having been without sleep for 24 consecutive hours.

Establishes that negligent homicide committed while asleep or fatigued is a Class B felony upon conviction.

Updates the definition of "intoxicated" to refer to "operator" instead of "driver" and clarifies the danger standard applies to "another person" rather than listing motorists and pedestrians separately.
