Amends Section 59 of Act 281 of 2012 to modify fund distribution procedures when the State Administration of Justice Fund balance is inadequate for monthly allocations to state agencies

Prioritizes full funding of salaries and personnel services matching costs for trial court administrative assistants and court reporters before any other distributions

Requires remaining allocations to state agencies to be funded at an equal percentage of available funds, with exceptions for allocations pledged before January 1, 2001, for bond repayment that cannot be reduced below specified amounts

Authorizes the Chief Fiscal Officer to reduce obligations for agencies' appropriations from the State Central Services Fund on a pro rata basis if less than 100% of total monthly allocation is available

Applies these provisions only from July 1, 2012, through June 30, 2013, and declares an emergency to allow immediate effectiveness due to inadequate funding for trial court personnel payroll requirements
