Removes the requirement that agencies must grant oral hearings upon request by 25 persons, a governmental subdivision/agency, or an association with 25+ members.

Changes the standard comment period for proposed administrative rules from allowing "orally or in writing" to only "in writing and at a public hearing."

Extends the effective date for adopted administrative rules from 30 days to 60 days after filing, unless a later date is specified by law or rule.

Extends the effective date for emergency rules from 30 days to 60 days after filing when agencies cite imminent peril to public health, safety, or welfare.
