Amends Arkansas Code § 5-10-105 to establish two categories of negligent homicide: Class B felony for deaths caused while intoxicated, at 0.08% blood alcohol concentration, while passing a stopped school bus, or while fatigued; and Class A misdemeanor for deaths caused by general negligence not falling into the felony categories.

Defines "fatigued" as having been without sleep for 24 consecutive hours, or having been without sleep for 24 consecutive hours and being in a state of sleep.

Defines "intoxicated" as being influenced or affected by alcohol, controlled substances, or intoxicants to a degree that substantially alters the operator's reactions, motor skills, and judgment, creating clear and substantial danger to themselves or others.

Specifies that chemical analysis for blood alcohol concentration must comply with Arkansas Code §§ 5-65-204 and 5-65-206.

Changes terminology from "driver" to "operator" throughout the statute for consistency.
