Expands the definition of "minority" to include non-resident lawful permanent residents who meet racial/ethnic criteria, own a business with physical presence in Arkansas, and employ at least three minorities

Requires constitutional officers to comply with the Minority Business Economic Development Act by adding "a constitutional officer" to the definition of "state agency"

Increases the Minority Business Advisory Council from 7 to 9 members, with the Governor appointing 5 members (instead of 3) with Senate advice and consent

Changes the annual minority purchasing plan submission deadline from June 30 to July 15 each year for state agencies

Makes technical corrections to terminology, replacing "Administrator" with "Director" and "Arkansas Economic Development Council" with "Arkansas Economic Development Commission" throughout the statute
