Amends Section 1 of Act 321 of 2013 to establish review requirements for new professional or consultant service contracts over $25,000 between the Division of Youth Services and community-based providers.

New contracts must be filed for review with the Subcommittee on Administrative Rules and Regulations of the Legislative Council or Joint Budget Committee at least 30 days before execution if the General Assembly is in session.

Requires the division to notify community-based providers of proposed contract modifications or amendments at least 45 days in advance, unless the provider waives notice in writing.

Requires posting of proposed modifications or amendments on the Department of Human Services website procurement section at least 45 days before execution and must allow providers opportunity to comment.

Proposed contract modifications or amendments and all community-based provider comments must be filed with the Subcommittee on Administrative Rules and Regulations or Joint Budget Committee at least 30 days before execution.
