Amends Arkansas Code § 7-4-102(a) to revise how county board of election commissioners members are elected by their respective county committees in January of each odd-numbered year

Changes the composition of county boards from the majority and minority party structure to a structure based on representation on the county quorum court

Establishes that the majority party elects 2 members, the party with the majority on the county quorum court elects 1 member, and the party with the next highest number of quorum court members elects 1 member

Provides that if no single party holds a majority on the county quorum court, members not affiliated with the two largest parties choose which of those two parties will determine the remaining board membership
