Creates a new criminal offense for knowingly removing a transmittal device from a hunting dog or falcon used in falconry without the owner's permission, with intent to prevent the owner from locating the animal.

Classifies removal of an animal's transmittal device as a Class C misdemeanor.

Requires courts to order defendants to pay restitution equal to the actual value of any hunting dog or falcon lost or killed as a result of the device removal.

Allows courts to order additional restitution to the owner for any lost breeding revenues.
