Amends Arkansas Code § 23-88-103(b) to require property and casualty insurers offering rate credits or reduced rates in rural fire protection districts to limit those benefits only to property owners who pay assessments, dues, or subscription payments to support the fire department.

Amends Arkansas Code § 23-88-301 to declare that improving membership retention in volunteer rural fire departments is a stated purpose, and transfers responsibility for billing and mailing fire department renewal subscription notices from insurance associations to the Arkansas Fire Training Academy.

Amends Arkansas Code § 23-88-306(d) to authorize the insurance commissioner to assess members up to $200 annually for mailing fire department renewal subscription notices, with the Arkansas Fire Training Academy assuming this responsibility beginning September 1, 2013.

Requires the Arkansas Rural Risk Underwriting Association to transfer unexpended balances, property, records, and assets to the Arkansas Fire Training Academy to enable it to mail fire department renewal subscription notices to homeowners and property owners.
