Amends Arkansas Code § 6-18-705 to establish the Breakfast-After-the-Bell School Nutrition Program for public schools and open-enrollment public charter schools with 70% or more students eligible for free or reduced-price meals, beginning with the 2014-2015 school year.

Allows schools to determine breakfast service models including classroom breakfast, grab-and-go breakfast, or breakfast after first period, provided service occurs after the first bell of the instructional day.

Designates the time period for student participation in the Breakfast-After-the-Bell program as instructional time.

Permits the State Board of Education to grant one-year waivers for schools that lack facilities, have 500 or fewer students, or fall below the 70% eligibility threshold for two consecutive school years.

Authorizes the state to withhold state foundation funding from school districts or schools that fail to comply with the program requirements.
