Amends Arkansas Code § 2-39-102 to clarify that a "fence" means a structure serving as a boundary or barrier that limits human, livestock, or vehicle ingress or egress in an area.

Amends Arkansas Code § 5-39-203 to make criminal trespass a Class B misdemeanor when the conduct involves removal of a posted sign, fence, or portion of a fence as defined in § 2-39-102.

Establishes that criminal trespass remains a Class B misdemeanor for occupiable structures and a Class C misdemeanor for other trespass violations.

Grants individuals aggrieved by a violation a private cause of action to recover actual damages, reasonable attorney's fees, and punitive damages from the violator.
