Adds Arkansas Code 6-10-125 requiring school districts to conduct criminal background checks through the Department of Arkansas State Police before individuals volunteer in high school mentoring programs

Requires school districts to also conduct Child Maltreatment Central Registry checks through the Department of Human Services before volunteers may participate in mentoring programs

Defines "mentoring program" as a program organized by a school district or public school using community mentors to help students develop specific skills and knowledge for success in high school, postsecondary education, or careers

Mandates the Department of Arkansas State Police cover the cost of criminal background checks and the Department of Human Services cover the cost of Child Maltreatment Central Registry checks
