Adds Arkansas Code § 4-9-528 to establish four approved payment methods for Uniform Commercial Code filing fees, public records service fees, and other related fees: cash, checks, credit cards, and prepaid accounts.

Allows remitters to establish prepaid accounts with the Secretary of State by depositing at least $100, with accounts subject to application approval and replenishment by the remitter.

Requires the Secretary of State to send monthly statements to remitters using prepaid accounts and permits return of unused funds upon request, while allowing rejection of payments if prepaid accounts lack sufficient funds.

Permits the Secretary of State to allow online filings and searches to be billed through third-party providers that contract with the state.

Declares an emergency, making the act effective immediately upon Governor approval, passage without veto, or veto override to provide flexibility for lenders and secured parties in remitting Uniform Commercial Code filing fees.
