Establishes eligibility for persons to file a uniform petition to seal misdemeanor or violation records 60 days after completing their sentence, paying court costs, and paying any driver's license suspension reinstatement fees.

Allows unlimited petitions to seal misdemeanor or violation records, except petitions for certain criminal offenses cannot be filed until 5 years after sentence completion or within 1 year of a previous denial.

Prohibits filing new petitions within 90 days of an order denying a previous petition for any other misdemeanor or violation, and prohibits filing if an appeal of a previous denial is pending.

Restricts commercial driver license or commercial learner's permit holders from sealing records for traffic offenses (excluding parking, weight, or defect violations) committed in any motor vehicle.

Makes the act retroactively applicable to misdemeanor or violation offenses occurring before the effective date, with an effective date of January 1, 2014.
