Reduces Arkansas Towing and Recovery Board membership from nine to seven members appointed by the Governor and confirmed by the Senate for three-year terms.

Changes nonconsent towing industry representatives from four members (one per congressional district) to two members appointed from the state at large.

Reduces non-industry affiliated board members from two to one member appointed from the state at large.

Increases insurance industry representatives on the board from one to two members.

Requires all towing entities to maintain personnel at storage facilities for eight hours between 8:00 a.m. and 5:00 p.m. on days when storage fees are charged, and to charge storage fees only for each full twenty-four-hour period after taking possession of a vehicle.
