Adds new section 19-11-605 to Arkansas Code authorizing the Law Enforcement Support Office of the Department of Career Education to cooperate with the federal government under 10 U.S.C. § 2576a in transferring excess military property to state and local law enforcement agencies.

Restricts eligible recipient agencies to those whose primary function is enforcing federal, state, and local laws and whose compensated law enforcement officers have powers of arrest and apprehension, including counter-drug and counter-terrorism activities.

Authorizes the department to take actions necessary for proper administration of acquiring and distributing excess military properties to eligible claimants in accordance with controlling federal statutes.

Permits the department to establish service charges in amounts necessary to cover administration expenses and to collect these charges by withholding funds from state moneys under the department's control owed by state or local law enforcement agencies.
