Adds "emergency medical responder" as a defined classification for individuals with basic knowledge and skills to provide immediate lifesaving care to critical patients accessing the emergency medical system.

Creates a 7-member Emergency Medical Responders Advisory Board appointed by the Governor with 3-year terms to advise the Director of the Department of Health on emergency medical responder matters.

Establishes certification requirements for emergency medical responders through the Department of Health, including completion of approved courses or recognition of existing credentials from the Arkansas Fire Training Academy or equivalent certifications as of January 1, 2013.

Requires emergency medical responders to complete at least 8 hours of continuing education annually and establishes a 2-year validity period for certificates.

Authorizes the State Board of Health to adopt rules implementing the certification program and establishes a maximum certification fee of $20.00 per application.
