Creates new offense of "unlawful enforcement of federal statutes" making it illegal for public servants or private dealers to knowingly enforce federal firearm laws on firearms, accessories, or ammunition owned or manufactured in Arkansas and remaining within state borders, punishable as a Class D felony.

Declares federal laws, rules, regulations, or orders created or effective on or after January 1, 2013 unenforceable within Arkansas if they prohibit or restrict ownership of semiautomatic firearms or magazines, or require registration of firearms, magazines, or firearm accessories.

Requires the Arkansas Attorney General to defend state residents prosecuted by the federal government for violations of federal firearm laws relating to manufacture, sale, transfer, or possession of firearms, accessories, or ammunition owned or manufactured and retained exclusively within Arkansas.

Allows defendants to retain private counsel instead of the Attorney General's representation, which relieves the Attorney General from providing defense.
