Amends Arkansas Code to add section 14-19-112 requiring counties to ensure any environmental efficiency rating system used for public building construction or renovation gives equal certification credits to wood and wood products as described in § 505.2.4 of the International Green Construction Code as it existed on January 1, 2013.

Amends Arkansas Code to add section 14-36-101 applying the same wood product certification credit requirement to municipalities constructing or renovating public buildings.

Modifies the definition of "state building project" in Arkansas Code § 22-3-1803(15) to clarify it includes structures where a state agency or other entity (including public and private partnerships) secures design or construction contracts using public funding in whole or in part.

Adds new subsection (c) to Arkansas Code § 22-3-1804 prohibiting state agencies and other entities from using environmental efficiency rating systems for state building projects unless the systems give equal certification credits to wood and wood products as specified in the International Green Construction Code as it existed on January 1, 2013.
