Creates the "Legislative Arkansas Blue Ribbon Committee on Local 911 Systems" consisting of 11 members including representatives from the Association of Arkansas Counties, Arkansas Department of Emergency Management, county judges, state senators, state representatives, mayors, and consumer members

Committee is tasked with performing a comprehensive study of local 911 systems statewide, researching Public Safety Answering Points (PSAPs) in every county, identifying funding sources, and determining overlap and inefficiencies in existing systems

Committee must submit a report with recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives by September 1, 2014

Provides that committee members receive per diem and mileage at interim committee rates paid from the Arkansas 911 Rural Enhancement Program Cash Fund if funds are available

Committee expires on January 1, 2015, and legislation declares an emergency based on the essential nature of 911 emergency services and the lack of service availability in rural areas
