Amends Arkansas Code § 5-14-124(a) to reorganize and clarify the definition of sexual assault in the first degree involving minors

Establishes that employees of correctional, community correction, or human services departments and jail/detention facilities commit the crime if they engage in sexual activity with minors in their custody

Defines the crime for mandated reporters under § 12-18-402(b) who use their position of trust or authority over a minor victim to engage in sexual intercourse or deviate sexual activity

Creates a specific provision for school employees (teachers, principals, athletic coaches, or counselors in K-12 public or private schools) who engage in sexual activity with students under 21 years of age while in a position of trust or authority
