Amends Arkansas Code § 14-282-101 to add support for emergency medical services and ambulance operations necessary to protect health, safety, and welfare of ambulance service improvement district residents as a stated purpose.

Modifies Arkansas Code § 14-282-102(a) to allow county courts to name either three (3) or five (5) commissioners when establishing an ambulance service improvement district upon petition of property owners.

Amends Arkansas Code § 14-282-104(c)(1) to specify staggered term lengths for five-member commissions, establishing terms of one (1), two (2), three (3), four (4), and five (5) years respectively for the commissioners.

Maintains that all commissioners serve without compensation regardless of whether the district has a three or five-member commission structure.
