Requires the General Assembly to enact legislation mandating voters voting in person present valid government-issued photographic identification before receiving a ballot.

Directs the General Assembly to establish by law which types of government-issued photographic identification are acceptable for voting purposes.

Mandates the State of Arkansas issue photographic identification at no charge to eligible voters who lack qualifying identification.

Permits voters unable to present government-issued photographic identification to cast a provisional ballot, which counts only if the voter subsequently certifies it as provided by law.

Allows the General Assembly to provide exceptions to the photographic identification requirement through legislation.
