Amends Article 5, Section 32 of the Arkansas Constitution to permit the General Assembly to enact laws limiting damages recoverable in civil cases involving death or injury to persons, specifically for mental anguish, pain and suffering, loss of life, scars, and disfigurement.

Caps punitive damages at no more than 5 times the amount of compensatory damages awarded against each individual defendant found culpable of punitive conduct.

Preserves the right to trial by jury under Article 2, Section 7 of the Arkansas Constitution.

Takes effect on January 1, 2015.
