Changes Arkansas State Game and Fish Commission from gubernatorial appointments to an elected body consisting of two members elected from each congressional district plus one statewide chair, for a total of eight active members.

Initial commission members shall be elected at the November 2016 general election with terms beginning January 1, 2017, with initial terms of two, four, six, and eight years determined by lot, and subsequent members serving eight-year terms.

Limits commission members to one term only and establishes that the statewide chair serves a four-year term.

Vacancies on the commission shall be filled according to Amendment 29 of the Arkansas Constitution instead of by gubernatorial appointment.

Prohibits commission members from being appointed or elected to any civil office in Arkansas during the term for which they were elected.
