Require three-fourths vote of all members elected to each house of the General Assembly to enact any law levying a new tax or increasing an existing tax rate.

Require majority vote of members elected to each house to enact any law decreasing a tax rate or providing a tax exemption, credit, exclusion, or deduction.

Require affirmative majority vote of all members elected to each house to enact any law removing a tax exemption, credit, exclusion, or deduction.

Designate the amendment as the "Taxpayers' Protection Amendment."

Make the amendment effective January 1, 2015, upon voter approval at the next general election.
