Proposes a constitutional amendment to Article 5 of the Arkansas Constitution by adding Section 42 regarding administrative rule review and approval

Authorizes the General Assembly to create a legislative committee process for reviewing administrative rules promulgated by state agencies before they become effective

Requires that administrative rules shall not become effective until reviewed and approved by the designated legislative committee charged with rule review

Permits the legislative committee review and approval process to occur during interim periods or during regular, special, or fiscal sessions of the General Assembly

Requires voter approval at the next general election for Representatives and Senators for the amendment to become part of the Arkansas Constitution
