Urges Congress to return $661 million to Arkansas if the state declines to participate in proposed Medicaid expansion, based on the ratio of Arkansas taxes paid to federal funds received ($1.41 received per $1.00 paid).

Dedicates $74 million of returned funds to eliminate sales and use tax on food and food ingredients.

Dedicates $587 million of returned funds to reduce state income tax by approximately 25 percent.

Urges Congress to apply all administrative costs that would have been used for Medicaid expansion implementation toward reducing the federal debt.

Requires the Senate Chief Clerk to distribute copies of the resolution to Arkansas congressional delegation members, the Speaker of the U.S. House of Representatives, and the President Pro Tempore of the U.S. Senate.
