Supports authorization of six state agencies and institutions to provide postsecondary education programs leading to degrees or certificates: Arkansas State Board of Massage Therapy, State Board of Barber Examiners, Cosmetology Technical Advisory Committee, Department of Career Education, State Board of Private Career Education, and Arkansas Department of Higher Education.

Implements compliance with 34 C.F.R. Section 600.9, a federal regulation amended October 29, 2010, requiring states to authorize postsecondary institutions by charter, statute, constitutional provision, or other state action.

Confirms that named state agencies and institutions are legally authorized or taking steps to become authorized to operate educational programs beyond secondary education.

Affirms that Arkansas has established processes to review and appropriately act on complaints concerning these agencies and institutions, including enforcement of applicable state laws.

Confirms that career schools and colleges comply with applicable state approval or licensure requirements and are established based on authorization to conduct business in the state.
