Encourages Congress and the Arkansas Congressional Delegation to support completion, funding, and maintenance of a twelve-foot deep navigation channel on the Arkansas River, authorized by Public Law 108-137 in 2004.

Urges Governors and Legislatures of Oklahoma, Kansas, Missouri, Texas, and Colorado to investigate benefits of the McClellan-Kerr Arkansas River Navigation System and support the twelve-foot channel with their congressional delegations.

Requests Congress authorize an interstate compact for commerce on the McClellan-Kerr system to enable states served by the waterway to collaborate on job creation and industry promotion.

Encourages Arkansas and Oklahoma legislatures to hold a joint meeting in Fort Smith to discuss actions promoting the McClellan-Kerr Navigation System and invites other interested state legislatures to attend.

Directs the Secretary of the Senate to transmit copies to the Speaker of the House, President of the Senate, Arkansas Congressional Delegation, and governors and legislatures of Oklahoma, Kansas, Missouri, Texas, and Colorado for inclusion in their respective official records.
