Recognizes the contributions of citizens from the Republic of Azerbaijan and affirms Arkansas's commitment to promoting relationships with the Azerbaijani people.

Acknowledges the 21st anniversary of the Khojaly Massacre on February 26, 2013, when Armenian armed forces and Russian military troops killed an estimated 160 to 1,000 Azerbaijani civilians, including women and children.

Notes that the massacre was reported by major news organizations and condemned by Human Rights Watch as a violation of customary law regarding civilian treatment in war zones.

Affirms that Azerbaijan and the United States are long-standing allies sharing universal values of freedom, democracy, and human rights, and that Arkansas and Azerbaijan maintain a strong economic relationship.

Directs copies of the resolution to be sent to the U.S. Speaker of the House, President of the Senate, Secretary of State, Arkansas Congressional Delegation, and the U.S. Ambassador to Azerbaijan.
