AR HB1011

Increases the State and Public School Life and Health Insurance Board from 12 to 14 voting members, adding one additional private industry representative in employee or risk management and establishing clearer board composition requirements.

Prohibits the board from adopting zero-deductible health insurance plan options beginning in the 2015 plan year to control costs.

Creates a Legislative Task Force to study and recommend fundamental restructuring of the program by June 30, 2015, including governance, management, and goals while the General Assembly provides oversight through existing committees.

Requires school districts to ensure funding allocated for public school employee health insurance through per-student calculations is used to increase district contributions or fund health savings accounts.

Declares an emergency effective immediately to address inadequate Public School Insurance Trust Fund and provide affordable health insurance options for public school employees.
