SB6 Summary

• Expands the State and Public School Life and Health Insurance Board from 12 to 14 voting members by adding two additional members with employee benefits or risk management expertise in private industry

• Establishes a Legislative Task Force to study and recommend fundamental restructuring of the health insurance program including governance, management, and goals, with preliminary report due June 30, 2014 and final report due June 29, 2015

• Requires the board to adopt no health insurance plan options with zero deductibles beginning in the 2015 plan year and allows school districts to contribute to health savings accounts for public school employees

• Requires school districts to ensure all funding allocated for public school employee health insurance through the state adequacy study formula is used to support employee premiums or health savings accounts

• Declares an emergency to allow immediate implementation and authorizes one-time supplemental funding for public school employee health insurance during the special session, reverting to current levels unless meaningful program reform is achieved
