Appropriates $1,080,400 to the Arkansas House of Representatives from the Constitutional Officers Fund for fiscal year 2013-2014, allocated as: $255,750 for employee salaries, $21,320 for personal services matching, and $803,330 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriated items if deemed unnecessary for their original purpose, upon certification to the State Auditor.

Allows unexpended appropriation balances after legislative session adjournment to be used for interim expenses of House offices and leadership, including potential member per diem if authorized by the Speaker.

Requires the Speaker and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations, effective July 1.

Declares an emergency clause effective February 10, 2014, when the House convenes in Fiscal Session, making the appropriation immediately necessary and allowing it to take effect upon passage and approval.
