Appropriates $39,509,802 from the Constitutional Officers Fund for personal services and operating expenses of the Auditor of State for fiscal year 2014-2015, including salaries for constitutional officers, judges, prosecutors, and legislative members.

Appropriates $1,825,000 to the Arkansas House of Representatives for interim expense reimbursements to Representatives for the fiscal year ending June 30, 2015.

Appropriates $650,000 to the Arkansas Senate for interim expense reimbursements to Senators for the fiscal year ending June 30, 2015.

Designates the Auditor of State, Secretary of the Senate, and House Chief of Staff (or designee) as disbursing officers for their respective appropriations.

Declares an emergency effective July 1, 2014, stating that the appropriations are essential to agency operations and that delay in the effective date could harm proper administration of governmental programs.
