Reappropriates $100,000 effective July 1, 2014 from Act 1443 of 2013 to the Department of Human Services for the Safe Haven Program's personal services, operating expenses, and programmatic materials.

Reappropriates $250,000 effective July 1, 2014 from Act 1443 of 2013 to the Department of Human Services for Radiation Therapy Institutes to provide radiation therapy services.

Reappropriates $10,000 effective July 1, 2014 from Act 1443 of 2013 to the Division of Developmental Disabilities Services for community programs serving developmentally disabled individuals, including personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2014 to ensure the appropriations are necessary for proper agency operation and provision of essential governmental programs.
