Reappropriates $785,000 from Act 247 of 2013 to the State Board of Finance for loans and grants to communities and physicians for establishing medical clinics in rural communities, effective July 1, 2014

Reappropriates $60,000 from Act 247 of 2013 to the State Board of Finance for critical needs as determined by the Arkansas Department of Health, effective July 1, 2014

Funds are payable from the Rural Medical Clinic Revolving Loan Fund and cannot exceed State Treasury funds actually available

Agencies may supplement State Treasury funds with grants, donations, and Federal funds, but existing Maintenance and General Operations appropriations cannot be used for these purposes

Declares an emergency effective July 1, 2014, citing constitutional restrictions on appropriations to single-year periods and the essential nature of rural medical clinic operations
